Life#
Born in Ürgüp in 1855/56 (AH 1272), Halil Hayri Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 27, in 1882/83, Halil Hayri began work in Perşembe, with three unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1885/86, places Halil Hayri in Novi Pazar (Yenipazar) as a communications official (Muhabere Memuru), where the entries run to 1891/92. From 1896 to 1909 every annual entry places Halil Hayri in Kosova. Fewer than 10 per cent of the 1,586 officials whose entries span 20 years or more kept one title throughout.
The salary never rose above the first in the lists, 500 kuruş a month in 1885/86, as Muhabere Memuru in Novi Pazar, when 42 per cent of paid officials earned less. Over 20 years pay ended where it began, at 500 kuruş; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The final annual entry is for 1908/09.
