Life#
Born in Istanbul in 1876/77 (AH 1293), Mehmet Fuat Efendi came from the Muslim (Müslüman) community; the father was a clerk (ketebe). Mehmet Fuat had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Diyarbakır in 1887/88, at about 12, with eight unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Few began so young; fewer than 3 per cent of the 5,128 officials whose age at first work is known started at 12 or younger. Of the 5,142 officials with a known apprenticeship, fewer than 4 per cent worked unpaid for eight years or longer. From the first annual entry, for 1895/96, to 1905/06, every annual entry places Mehmet Fuat in the same post, communications official (Muhabere Memuru), in Ergani.
The salary never rose above the first in the lists, 200 kuruş a month in 1895/96, as Muhabere Memuru in Ergani, when one in ten paid officials earned less. Over 11 years pay ended where it began, at 200 kuruş. The last annual entry is for 1905/06.
