Life#
Ali Fehmi Efendi was born in Birecik in 1877/78 (AH 1294) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Diyarbakır in 1895/96, at about 18, paid from the start, on 400 kuruş a month. The first annual entry, for 1895/96, places Ali Fehmi in Diyarbakır as a communications official (Muhabere Memuru). The annual lists then follow Ali Fehmi to Beirut (Beyrut), Yarpuz and Papazlik from 1896 to 1904, with a rise to director of the third grade (3. Müdür) in 1898/99, then Kula from 1904 to 1909. The last post was in Misrata in 1909/10, with a rise to director of the second grade (2. Müdür). Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service. The farthest post, Misrata, lay about 2,150 km from Birecik, and fewer than 5 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
Pay rose from 400 kuruş a month in 1895/96 to a peak of 1,000 in 1909/10, as 2. Müdür in Misrata, when 73 per cent of paid officials earned less. The last annual entry is for 1909/10.
