Life#
Mehmet Şevket Efendi was born in Istanbul in 1870/71 (AH 1287), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Şevket also held a qualification (a diploma, certificate, training or decoration).
Work began in Kastamonu in 1883/84, at about 14, with five unpaid years as a mülazım (apprentice) before a first salary of 285 kuruş. The annual lists begin in 1888/89, with Mehmet Şevket as a communications official (Muhabere Memuru) in Kastamonu, where the entries run to 1892/93. Next came Skopje (Üsküp), Veles (Köprülü) and Kumanovo (Kumanova) from 1893 to 1901. The last posts were in Mitrovica (Mitroviça) from 1901 to 1907.
The salary went from 285 kuruş a month in 1888/89 to 640 in 1901/02, the peak, as a director of the third grade (3. Müdür) in Mitrovica, when 72 per cent of paid officials earned less. The last annual entry is for 1906/07.
