Life#
İsmail Mazhar Efendi was born in Istanbul in 1852/53 (AH 1269) into the Muslim (Müslüman) community; the father was a finance director (mal müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Mazhar also attended the telegraph school.
İsmail Mazhar began work in Istanbul in 1869/70, at about 16, with one unpaid year as a mülazım (apprentice) before a first salary of 150 kuruş. Every annual entry from 1869/70 to 1890/91 places İsmail Mazhar in Istanbul, the birthplace, first in the correspondence office (Tahrirat Kalemi), from 1876/77 in the dispatch office (Sevk Kalemi).
Pay rose from 150 kuruş a month in 1869/70 to a peak of 500 in 1876/77, in the Sevk Kalemi in Istanbul, when 36 per cent of paid officials earned less.
