Life#
Born in Ioannina (Yanya) into the Muslim (Müslüman) community, Mehmet Reşit Efendi was the child of an army captain (yüzbaşı). The records give birth years from 1832 to 1870 (AH 1248 to 1286). Mehmet Reşit had four years of schooling, at a school for young children (Sıbyan Mektebi), and knew four languages, Albanian, Greek (Rum), Italian and Turkish, all in writing. Albanian was rare in the service, known to 18 of the 5,211 officials.
Work began in Cezairi bahri sefid in 1864/65 (AH 1281), paid from the start, on 750 kuruş a month. The annual lists begin in 1869/70, with Mehmet Reşit as Nahiye Memuru and no place named. From 1870 to 1907 the annual entries place Mehmet Reşit in Istanbul. Few careers in the lists are as long; fewer than 4 per cent of the 5,211 officials have entries spanning 39 years or more.
