Life#
Born in Istanbul in 1845/46 (AH 1262), Mustafa Hakkı Bey came from the Muslim (Müslüman) community; the father's occupation was "Mimar". Mustafa Hakkı had seven years of schooling, at a middle school (Rüşdiye Mektebi), and attended the telegraph school as well.
At about 24, in 1870/71, Mustafa Hakkı began work in the Zaptiye Kalemi in Istanbul, with three unpaid years as a mülazım (apprentice) before a first salary of 25 kuruş. Every annual entry from 1874/75 to 1901/02 places Mustafa Hakkı in Istanbul, the birthplace, first as Zaptiye Memuru, from 1875/76 in the dispatch office (Sevk Kalemi).
The salary went from 250 kuruş a month in 1874/75 to 650 in 1895/96, the peak, in the Sevk Kalemi in Istanbul, when 72 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 580 kuruş. In all, 29 years of salary come to 178,020 kuruş, about what an official on the median salary earned in those years.
