Life#
Mehmet Şükrü Bey was born in Istanbul in 1842/43 (AH 1258) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1858/59, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 40 kuruş. The first annual entry, for 1862/63, places Mehmet Şükrü in Istanbul, the birthplace, in the office of the corresponding secretary (Mektubi Kalemi). For 1863 to 1867 the lists have no entry. Mehmet Şükrü then moved to Üsküdar from 1867 to 1871, with a rise to communications official (Muhabere Memuru) in 1867/68. From 1871 to 1893 every annual entry places Mehmet Şükrü again in Istanbul.
The salary went from 40 kuruş a month in 1862/63 to 800 in 1876/77, the peak, in the dispatch office (Sevk Kalemi) in Istanbul, when two in three paid officials earned less. Over 28 years the salaries add up to 207,684 kuruş, 1.2 times what an official on the median salary earned. Pay rose to 20 times the first salary; fewer than 5 per cent of the 2,859 officials paid for ten years or more rose as far. The final annual entry is for 1892/93.
