Life#
Mehmet Kamil Bey was born in Bursa in 1840/41 (AH 1256) into the Muslim (Müslüman) community; the father was a police official (zaptiye memuru). Work began in Istanbul in 1848/49, at about 9. Only 12 of the 5,128 officials whose age at first work is known began work at 9 or younger. The annual lists begin in 1862/63, with Mehmet Kamil as a letters official (Mekâtib Memuru) in Istanbul. Mehmet Kamil then moved to Varna in 1876/77, as a director of the first grade (1. Müdür). From 1878 to 1903 every annual entry places Mehmet Kamil again in Istanbul, first in the sorting room (Tefrik Odası), from 1880/81 in the accounts office (Muhasebe Kalemi) and from 1895/96 as a chief official (Başmemur). Few careers in the lists are as long; fewer than 3 per cent of the 5,211 officials have entries spanning 42 years or more.
The salary went from 260 kuruş a month in 1862/63 to 1,250 in 1876/77, the peak, as 1. Müdür in Varna, when 86 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 1,050 kuruş. The last annual entry is for 1902/03; the list of 1903/04 (AH 1321) gives the status word Vefat (death). Mehmet Kamil probably has an entry in "Sicill-i Ahval defterlerine göre Bursalı memurlar" by DERVİŞ ŞAFAK TOPRAK (2019) (the name, the birthplace and the archive register and second number agree).
