Life#
Born in Istanbul in 1865/66 (AH 1282), Kamil Efendi came from the Muslim (Müslüman) community; the father's occupation was "Sarayi Humayun Baltacisi". Schooling took nine years, at the Tophaneyi Amire Sanayi Mektebi. Few officials studied at Tophaneyi Amire Sanayi Mektebi; no other of the 5,146 officials with a school did.
Kamil began work in Istanbul in 1892/93, at about 27, with three unpaid years as a mülazım (apprentice) before a first salary of 60 kuruş. From 1895/96 to 1897/98 every annual entry places Kamil in Istanbul, the birthplace, first in the control office (Kontrol Kalemi), from 1896/97 as an official for outgoing items (Mersule Memuru).
Pay rose from 60 kuruş a month in 1895/96 to a peak of 100 in 1896/97, as Mersule Memuru in Istanbul, when 2 per cent of paid officials earned less. In all, three years of salary come to 3,120 kuruş, 17 per cent of what an official on the median salary earned in those years. The final annual entry is for 1897/98.
