Life#
Born in Istanbul in 1873/74 (AH 1290) into the Muslim (Müslüman) community, İsmail Ragıp Efendi was the child of a tradesman (esnaf). İsmail Ragıp had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1894/95, at about 21, with one unpaid year as a mülazım (apprentice) before a first salary of 25 kuruş. The annual lists begin in 1895/96, with İsmail Ragıp in the office of the corresponding secretary (Mektubi Kalemi) in Istanbul, the birthplace. Next came Ankara in 1896/97, as a postal official (Posta Memuru). From 1897 to 1903 the annual entries place İsmail Ragıp again in Istanbul, first as an official for outgoing items (Mersule Memuru), from 1898/99 in the council clerkship (Meclis Kitabeti).
The salary went from 25 kuruş a month in 1895/96 to 400 in 1901/02, the peak, in the Meclis Kitabeti in Istanbul, when one in three paid officials earned less. In all, eight years of salary come to 27,360 kuruş, 56 per cent of what an official on the median salary earned in those years. The final annual entry is for 1902/03.
