Life#
Born in Istanbul in 1848/49 (AH 1265) into the Muslim (Müslüman) community, Mehmet İzzet Efendi was the child of a district governor or lieutenant colonel (kaymakam). Mehmet İzzet had seven years of schooling, at a middle school (Rüşdiye Mektebi), and attended the telegraph school as well.
At about 16, in 1865/66, Mehmet İzzet began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1867/68, places Mehmet İzzet in Sinop as a communications official (Muhabere Memuru). Mehmet İzzet then moved to Gümüşhane, Bucak, Pristina (Priştine) and Sjenica (Seniçe), four places in 13 years, with a rise to director of the second grade (2. Müdür) in 1869/70, then Peja (İpek) from 1880 to 1902. The annual lists then follow Mehmet İzzet to Yuka in 1902/03. The last posts were in Peja again from 1903 to 1907. Few careers in the lists are as long; fewer than 3 per cent of the 5,211 officials have entries spanning 41 years or more.
Pay rose from 400 kuruş a month in 1867/68 to a peak of 800 in 1869/70, as 2. Müdür in Bucak, when 61 per cent of paid officials earned less. Over 40 years the salaries add up to 276,840 kuruş, 1.1 times what an official on the median salary earned. The last annual entry is for 1906/07.
