Life#
Born in Izmir (İzmir) in 1858/59 (AH 1275) into the Muslim (Müslüman) community, Mehmet Rüştü Efendi was the child of a clerk (ketebe). Mehmet Rüştü had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Edirne in 1874/75, at about 16, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1876/77, with Mehmet Rüştü as a communications official (Muhabere Memuru) in Pristina (Priştine), where the entries run to 1878/79. Mehmet Rüştü then moved back to Izmir, the birthplace, from 1880 to 1901, with a rise to travelling postal official (Seyyar Memur) in 1892/93. The last posts were in Thessaloniki in 1901/02 and Mitrovica (Mitroviça) in 1902/03.
Pay rose from 400 kuruş a month in 1876/77 to a peak of 700 in 1902/03, as Seyyar Memur in Mitrovica, when three in four paid officials earned less. In all, 27 years of salary come to 156,000 kuruş, about what an official on the median salary earned in those years.
