Life#
Born in Shkodër (İşkodra) in 1869/70 (AH 1286), Abdülkerim Efendi came from the Muslim (Müslüman) community; the father was an imam. Abdülkerim had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Bitola (Manastır) in 1885/86, at about 16, with half a year without pay as a mülazım (apprentice) before a first salary of 285 kuruş. The annual lists begin in 1885/86, with Abdülkerim as a communications official (Muhabere Memuru) in Bitola. Next came Elbasan (İlbasan), Tirana (Tiran), Ohrid (Ohri), Vlorë (Avlonya) and Debar (Debre), five places in 13 years, with a rise to director of the third grade (3. Müdür) in 1892/93. The last posts were in Izmir (İzmir) from 1900 to 1906, with a rise to Mevrude Mudur Muavini.
The salary went from 285 kuruş a month in 1885/86 to 800 in 1903/04, the peak, as Mevrude Mudur Muavini in Izmir, when four in five paid officials earned less. Over 21 years the salaries add up to 135,864 kuruş, about what an official on the median salary earned. The final annual entry is for 1905/06. An entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde görev yapan İşkodralı devlet ..." by AHMET MURAT ATABAY (2022) probably refers to Abdülkerim, since the name, the birthplace and the archive register and second number agree.
