Life#
Mehmet Şükrü Efendi was born in Shkodër (İşkodra) in 1874/75 (AH 1291) into the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). At about 15, in 1888/89, Mehmet Şükrü began work in Lezhë (Leş), with three unpaid years as a mülazım (apprentice) before a first salary of 150 kuruş. The first annual entry, for 1891/92, places Mehmet Şükrü in Elbasan (İlbasan) as a communications official (Muhabere Memuru), where the entries run to 1893/94. Next came Veria in 1894/95, then a return to Shkodër, the birthplace, from 1895 to 1898. Mehmet Şükrü then moved to Zadrima and Kir from 1898 to 1903, with a rise to director of the third grade (3. Müdür) in 1901/02. The last posts were in Shkodër again from 1903 to 1907.
Pay rose from 150 kuruş a month in 1891/92 to a peak of 500 in 1898/99, as Muhabere Memuru in Zadrima, when 48 per cent of paid officials earned less. The last annual entry is for 1906/07. An entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde görev yapan İşkodralı devlet ..." by AHMET MURAT ATABAY (2022) probably refers to Mehmet Şükrü, since the name, the birthplace and a place of service agree.
