Life#
Recep Efendi was born in Shkodër (İşkodra) in 1878/79 (AH 1296) into the Muslim (Müslüman) community; the father's occupation was "Muhtar". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Üsküdar in 1896/97, at about 17, with five unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1901/02, with Recep as a communications official (Muhabere Memuru) in Skopje (Üsküp). The last posts were in Gotse Delchev (Nevrekop) from 1902 to 1906 and Serres (Siroz) in 1906/07.
The salary never rose above the first in the lists, 300 kuruş a month in 1901/02, as Muhabere Memuru in Skopje, when one in five paid officials earned less. In all, six years of salary come to 21,000 kuruş, 61 per cent of what an official on the median salary earned in those years. The final annual entry is for 1906/07. An entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde görev yapan İşkodralı devlet ..." by AHMET MURAT ATABAY (2022) probably refers to Recep, since the name and the birthplace agree.
