Veliyyüddin Efendi was born in Larissa (Yenişehir-i Fener) in 1845 (AH 1261), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Veliyyüddin also wrote Turkish and spoke Arabic and Greek (Rum).

At about 19, in 1864/65, Veliyyüddin began work in Yenisehir, paid from the start, on 300 kuruş a month. Both annual entries, for 1864/65 and 1865/66, place Veliyyüddin in Larissa, the birthplace, as an official (Memur).

The salary never rose above the first in the lists, 300 kuruş a month in 1864/65, as Memur in Larissa, when 11 per cent of paid officials earned less. The final annual entry is for 1865/66.
