Life#
Born in Mosul (Musul) in 1847/48 (AH 1264) into the Muslim (Müslüman) community, Mehmet Fuat Paşa was the child of a governor of a sub-province (mutasarrıf). Mehmet Fuat began work in the telegraph service (Telgraf) in Tarsus in 1867/68, at about 19, paid from the start, on 400 kuruş a month. The first annual entry, for 1867/68, places Mehmet Fuat in Tarsus as a communications official (Muhabere Memuru). The annual lists then follow Mehmet Fuat to five places in 13 years, then Yemen from 1882 to 1887, with a rise to Bidayet Mahkemesi Baskitabeti. Mehmet Fuat then moved to Basra in 1887/88. The last posts were in Jeddah (Cidde) from 1892 to 1899, first as Bidayet Mahkemesi Baskitabeti, from 1897/98 as 2. Ticaret Mahkemesi Riyaseti. Few officials served in as many places; fewer than 6 per cent of the 5,200 officials with a place of service did. Yemen, about 2,350 km from Mosul, was the post farthest from the birthplace; fewer than 5 per cent of the 5,162 officials with a known birthplace and place of service served as far from home.
Pay rose from 400 kuruş a month in 1867/68 to a peak of 2,500 in 1898/99, as 2. Ticaret Mahkemesi Riyaseti in Jeddah, when 98 per cent of paid officials earned less. The last annual entry is for 1898/99.
