Life

Born in Istanbul in 1862/63 (AH 1279) into the Muslim (Müslüman) community, Rifat Bey was the child of a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Work began in the Rusumat Kalemi in Istanbul in 1879/80, at about 17, on a first salary of 70 kuruş. Both annual entries, for 1881/82 and 1882/83, place Rifat in Istanbul, the birthplace, as a customs official (Rüsumat Memuru). In place of a title the lists give Azil (dismissal) for 1883/84.

The salary never rose above the first in the lists, 70 kuruş a month in 1881/82, as Rüsumat Memuru in Istanbul, when fewer than 1 per cent of paid officials earned less. The last annual entry is for 1883/84.
