Life#
Born in Istanbul in 1873/74 (AH 1290) into the Muslim (Müslüman) community, Muhtar Efendi was the child of a customs official (rüsumat memuru). Muhtar had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote French as well as Turkish.
At about 23, in 1896/97, Muhtar began work in the Rusumat Kalemi in Istanbul, paid from the start, on 75 kuruş a month. The annual lists begin in 1896/97, with Muhtar as a customs official (Rüsumat Memuru) in Istanbul, the birthplace, where the entries run to 1899/1900. Next came Galata from 1900 to 1906. The last posts were in Veles (Köprülü) from 1906 to 1908 and Galata again in 1908/09.
The salary went from 75 kuruş a month in 1896/97 to 150 in 1908/09, the peak, as Sube Memuru in Galata, when one in ten paid officials earned less. Over 12 years the salaries add up to 14,700 kuruş, 22 per cent of what an official on the median salary earned. The last annual entry is for 1908/09.
