Life#
Born in Tekirdağ in 1873/74 (AH 1290), Mehmet Fahri Efendi came from the Muslim (Müslüman) community; the father was an inspector (müfettiş). Mehmet Fahri had nine years of schooling, at a preparatory secondary school (İdadi Mektebi), wrote French as well as Turkish, and held a qualification (a diploma, certificate, training or decoration).
At about 19, in 1892/93, Mehmet Fahri began work in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. The annual lists begin in 1896/97, with Mehmet Fahri as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Istanbul. The last posts were in Bakırköy from 1898 to 1900, with a rise to communications official (Muhabere Memuru).
The salary went from 100 kuruş a month in 1896/97 to 300 in 1898/99, the peak, as Muhabere Memuru in Bakırköy, when one in five paid officials earned less. In all, four years of salary come to 9,600 kuruş, 40 per cent of what an official on the median salary earned in those years. The final annual entry is for 1899/1900.
