Life

Halil Sıtkı Efendi was born in Gümüşhane in 1874/75 (AH 1291), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Halil Sıtkı also wrote Turkish and spoke French.

Halil Sıtkı began work in Trabzon in 1888/89, at about 15, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The first annual entry, for 1890/91, places Halil Sıtkı in Trabzon as a postal official (Posta Memuru). The annual lists then follow Halil Sıtkı to Samsun from 1892 to 1898, then Kamaran from 1898 to 1905, with a rise to director of the second grade (2. Müdür) and to director (Müdür) in 1899/1900. The last posts were in Haifa in 1905/06 and Jerusalem (Kudüs) from 1906 to 1908. Kamaran, about 2,800 km from Gümüşhane, was the post farthest from the birthplace; fewer than 3 per cent of the 5,162 officials with a known birthplace and place of service served as far from home.

Pay rose from 250 kuruş a month in 1890/91 to a peak of 2,000 in 1899/1900, as Müdür in Kamaran, when 97 per cent of paid officials earned less. Over 18 years the salaries add up to 245,400 kuruş, 2.4 times what an official on the median salary earned, a level reached by fewer than 7 per cent of the 3,805 officials paid for five years or more. The final annual entry is for 1907/08.
