Life#
Mehmet Sitki Efendi was born in Ardahan in 1869/70 (AH 1286) into the Muslim (Müslüman) community; the father was a mufti (müftü). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in the Rusumat Kalemi in Erzurum in 1890/91, at about 21, on a first salary of 300 kuruş. The first annual entry, for 1890/91, places Mehmet Sitki in Erzurum as a customs official (Rüsumat Memuru), where the entries run to 1893/94. Next came a post with no place named from 1894 to 1902. From 1902 to 1909 the annual entries place Mehmet Sitki again in Erzurum, first as Rüsumat Memuru, from 1906/07 as Rusumat Baskitabeti.
The salary went from 300 kuruş a month in 1890/91 to 500 in 1906/07, the peak, as Rusumat Baskitabeti in Erzurum, when 51 per cent of paid officials earned less. The final annual entry is for 1908/09.
