Life#
Born in Istanbul in 1838/39 (AH 1254) into the Muslim (Müslüman) community, Ahmet Zuhtu Bey was the child of a governor of a sub-province (mutasarrıf). Ahmet Zuhtu began work in the Maliye Kalemi in Istanbul in 1853/54, at about 16, paid from the start, on 100 kuruş a month. The annual lists begin in 1853/54, with Ahmet Zuhtu in the accounts office (Muhasebe Kalemi) in Istanbul, the birthplace. Next came Bandırma, Tuna and Galata from 1861 to 1866, then a return to Istanbul from 1866 to 1869. Ahmet Zuhtu then moved to Bosna in 1869/70 and Samsun in 1870/71, then back to Galata from 1871 to 1874. The annual lists then follow Ahmet Zuhtu to Izmir in 1874/75, as Rusumat Nezareti, then back to Istanbul from 1875 to 1878. The last posts were in Erzurum in 1878 and Edirne in 1878/79 and Rumeli sarki from 1879 to 1881. Few officials served in as many provinces; fewer than 2 per cent of the 5,200 officials with a place of service did.
Pay rose from 100 kuruş a month in 1853/54 to a peak of 8,075 in 1874/75, as Rusumat Nezareti in Izmir, when 99 per cent of paid officials earned less. The peak was 80.8 times the first salary, a rise matched by 13 of the 2,859 officials paid for ten years or more. The last annual entry is for 1880/81. Ahmet Zuhtu received a rank (rütbe).
