Life#
Mehmet Mazhar Bey was born in Istanbul in 1834/35 (AH 1250) into the Muslim (Müslüman) community; the father's occupation was "Tersaneyi Amire Yoklamacisi". Work began in the Maliye Kalemi in Istanbul in 1850/51, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 30 kuruş. The annual lists begin in 1853/54, with Mehmet Mazhar in the accounts office (Muhasebe Kalemi) in Istanbul, the birthplace. Next came six places in ten years, then Tuna from 1871 to 1877. The annual lists then follow Mehmet Mazhar to Aleppo in 1877/78, as Rusumat Nezareti. From 1878 to 1890 every annual entry places Mehmet Mazhar again in Istanbul, first as Istatistik Kalemi Muduru, from 1880/81 as Maarif Nezareti Muhasebecisi. Eight provinces on two continents in all, a number reached by fewer than 3 per cent of the 5,200 officials with a place of service.
Pay rose from 30 kuruş a month in 1853/54 to a peak of 7,125 in 1877/78, as Rusumat Nezareti in Aleppo, when 99 per cent of paid officials earned less. The peak was 237.5 times the first salary, a rise matched by 2 of the 2,859 officials paid for ten years or more. The last annual entry is for 1889/90; the list of 1890/91 (AH 1308) gives the status word Vefat (death). Mehmet Mazhar received a rank (rütbe) and the Mecidi and Osmani orders.
