Life#
İsmail Hakkı Efendi was born in Marmara Ereğlisi in 1847/48 (AH 1264) into the Muslim (Müslüman) community; the father was a tax farmer (mültezim). Schooling took four years, at a school for young children (Sıbyan Mektebi); İsmail Hakkı also attended the telegraph school.
At about 22, in 1870/71, İsmail Hakkı began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1872/73, with İsmail Hakkı as a communications official (Muhabere Memuru) in Arta (Narda). İsmail Hakkı then moved back to Marmara Ereğlisi, the birthplace, from 1873 to 1880, then Muratlı in 1880/81. The annual lists then follow İsmail Hakkı to Filiates (Filat) from 1881 to 1892. The last posts were in Ioannina (Yanya) from 1893 to 1897.
Pay rose from 400 kuruş a month in 1872/73 to a peak of 600 in 1880/81, as Muhabere Memuru in Muratlı, when 60 per cent of paid officials earned less. In all, 25 years of salary come to 159,204 kuruş, about what an official on the median salary earned in those years. After the last annual entry, for 1896/97, the list of 1899/1900 (AH 1317) gives the status word Vefat (death).
