Life#
Born in Istanbul in 1842/43 (AH 1258), Mehmet Fazlı Efendi came from the Muslim (Müslüman) community; the father was a senior clerk (hulefa). At about 15, in 1856/57, Mehmet Fazlı began work in Istanbul, paid from the start, on 100 kuruş a month. The annual lists begin in 1869/70, with Mehmet Fazlı as a communications official (Muhabere Memuru) in Larissa (Yenişehir-i Fener). Next came Arta (Narda), Almyros (Ermiye) and Çatalca from 1870 to 1878, then a return to Arta from 1878 to 1881. The last posts were in Çankırı and Mosul (Musul) from 1881 to 1886 and Zabid (Zebid) in 1897/98, with a rise to director of the second grade (2. Müdür) in 1881/82. Zabid, about 3,300 km from Istanbul, was the post farthest from the birthplace; only 42 of the 5,162 officials with a known birthplace and place of service served as far from home. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
Pay rose from 400 kuruş a month in 1869/70 to a peak of 1,080 in 1897/98, as 2. Müdür in Zabid, when 91 per cent of paid officials earned less. The last annual entry is for 1897/98; the list of 1898/99 (AH 1316) gives the status word Vefat (death).
