Karabet Efendi was born in Afyonkarahisar (Karahisar-ı Sahib) in 1858/59 (AH 1275); the father's occupation was "Terzi". At about 23, in 1881/82, Karabet began work in Afyonkarahisar. The annual lists begin in 1881/82, with Karabet in the mülâzemetle Afyonkarahisar Tahrirat Kalemi in Afyonkarahisar, the birthplace. Alongside, the lists for 1881 to 1890 give a second post, in a post with no place named as muvakkat aşar kitabeti ve sermuharrirlik. The lists have no entry for 1890 to 1893. The annual lists then follow Karabet to Bolvadin in 1893/94, with a rise to Düyun-ı Umumiye sandık emini in 1893/94. For 1894 to 1900 the lists have no entry. Alongside, the lists for 1900/01 give a second post, in Afyonkarahisar as Düyun-ı Umumiye Müdürlüğü ikinci kâtibi.
Pay rose from 300 kuruş a month in 1881/82 to a peak of 400 in 1893/94, in Bolvadin, when 44 per cent of paid officials earned less. The peak lasted a single year; the next list gives 300 kuruş. The final annual entry is for 1902/03.
