Mehmet Hakkı Efendi

Born in İvraniye in 1851/52 (AH 1268), Mehmet Hakkı Efendi was the child of a cavalryman holding a fief (sipahi). Work began in Afyonkarahisar (Karahisar-ı Sahib) in 1879/80, at about 28, on a first salary of 1,000 kuruş. The annual lists begin in 1879/80, with Mehmet Hakkı as Vergi tahsildarı in Afyonkarahisar, where the entries run to 1882/83. At the same time, from 1882 to 1885, the lists also place Mehmet Hakkı in Sandıklı as Baş tahsildar. Alongside, the lists for 1884 to 1886 give a second post, in Afyonkarahisar as Baş tahsildar. Mehmet Hakkı then moved to Kozak from 1887 to 1890. Alongside, the lists for 1889 to 1894 give a second post, in a post with no place named as Nahiye Muduru. For 1894 to 1902 the lists have no entry. The annual lists then follow Mehmet Hakkı to Pazarcık in 1902/03, with a rise to district governor (Kaymakam) in 1902/03. Alongside, the lists for 1910/11 give a second post, in İncesu as Kaymakam. The lists give Infisal for 1885/86 instead of a title.

Pay rose from 1,000 kuruş a month in 1879/80 to a peak of 2,000 in 1909/10, as Kaymakam, when 86 per cent of paid officials earned less. Over 20 years the salaries add up to 252,180 kuruş, 2.5 times what an official on the median salary earned. The final annual entry is for 1910/11.
