Yakup Namık Efendi was born in Sivas in 1859/60 (AH 1276); the father's occupation was "Kolcu başı". At about 17, in 1877/78, Yakup Namık began work. The first annual entry, for 1877/78, places Yakup Namık in Sivas, the birthplace, as Memleha idaresi devam. Alongside, the lists for 1878 to 1889 give a second post, in a post with no place named as Memleha memuru. For 1884 to 1888 the lists have no entry.
