Life and register readings
Rıfat Rıza Bey was born in Bosna in 1868/69 (AH 1285); the father's occupation was "Travnik Sancağı muhasebecisi". At about 26, in 1894/95, Rıfat Rıza began work in Mostar. The first annual entry, for 1894/95, names Rıfat Rıza as Evrak-ı Atika müdürü, with no place. Alongside, the lists for 1900 to 1909 give a second post, in Istanbul as Şehremaneti Meclisi azası. The lists give Mazuliyet for 1908 to 1910 instead of a title.
The salary never rose above the first in the lists, 2,000 kuruş a month in 1900/01, in Istanbul, when 93 per cent of paid officials earned less.
