Life and register readings
Mustafa Vasfi Efendi was born in Çemişgezek in 1870/71 (AH 1287); the father was a farmer (çiftçi). Work began in Çemişgezek in 1885/86, at about 16. The first annual entry, for 1885/86, places Mustafa Vasfi in Çemişgezek, the birthplace, as Tahrirat kalemi mülazımı, where the entries run to 1888/89. At the same time, from 1888 to 1890, the lists also place Mustafa Vasfi in Pah as Tahrirat kâtibi. The annual lists then follow Mustafa Vasfi to Saimbeyli (Haçin) from 1891 to 1894. For 1894 to 1898 the lists have no entry. The last entries, from 1898 to 1901, name Mustafa Vasfi as Bidayet mahkemesi birinci kâtibi vekili, with no place. The lists give Azil (dismissal) for 1889/90 and Infisal for 1899/1900 instead of a title.
Pay rose from 150 kuruş a month in 1888/89 to a peak of 300 in 1893/94, in Saimbeyli, when 27 per cent of paid officials earned less. Over eight years the salaries add up to 21,300 kuruş, 55 per cent of what an official on the median salary earned. The final annual entry is for 1900/01.
