Life and register readings
Mehmet Refi Bey was born in Dagistan in 1847/48 (AH 1264). At about 22, in 1870/71, Mehmet Refi began work, on a first salary of 300 kuruş. The first annual entry, for 1870/71, names Mehmet Refi as Muhacirin Komisyonu pasaport mütercimi, with no place. Alongside, the lists for 1878 to 1879 give a second post, in Aleppo as İskân-ı Muhacirin Memuriyeti refakat memuru. Alongside, the lists for 1878 to 1880 give a second post, in Mosul as Vilayet evrak müdürü. Next came Prizren and Osmaniye from 1880 to 1893, with a rise to district governor (Kaymakam) in 1882/83. Alongside, the lists for 1892 to 1900 give a second post, in a post with no place named as Kaymakam. Prizren, about 2,200 km from Dagistan, was the post farthest from the birthplace; fewer than 3 per cent of the 5,339 officials with a known birthplace and place of service served as far from home.
Pay rose from 300 kuruş a month in 1870/71 to a peak of 1,750 in 1888/89, as Kaymakam, when 91 per cent of paid officials earned less. In all, 23 years of salary come to 305,700 kuruş, 2.7 times what an official on the median salary earned in those years. The final annual entry is for 1899/1900.
