RAUF EFENDİ was born in Tisin karyesi in 1853/54 (AH 1270). The father’s occupation was Alay kâtibi. Schooling included Kerkük ibtidai mektebi; muallim mahsus. The language repertoire included Arabic, Persian and Turkish. [1]
