Life and register readings
RAUF EFENDİ was born in Tisin karyesi in 1853/54 (AH 1270); the father's occupation was "Alay kâtibi". Work began in Kirkuk (Kerkük) in 1869/70, at about 16, on a first salary of 50 kuruş. The first annual entry, for 1869/70, places RAUF in Kirkuk as Liva meclis-i kebir mukayyidi, where the entries run to 1874/75. The annual lists then follow RAUF to Baghdad (Bağdat) from 1875 to 1894, then Hillah (Hille) from 1894 to 1896. The lists have no entry for 1885 to 1889 and 1891 to 1893. The last entry, for 1897/98, names RAUF as Arazi-i seniyye vekili, with no place.
The salary went from 100 kuruş a month in 1869/70 to 2,000 in 1894/95, the peak, in Hillah, when 93 per cent of paid officials earned less. Over 20 years the salaries add up to 209,340 kuruş, 2.1 times what an official on the median salary earned. The final annual entry is for 1897/98.
