Life and register readings
Mehmed Salih Efendi was born in Tokat in 1855/56 (AH 1272); the father was a merchant (tüccar). At about 29, in 1884/85, Mehmed Salih began work in Ödemiş, on a first salary of 600 kuruş. The first annual entry, for 1884/85, places Mehmed Salih in Ödemiş as belediye hekimi, where the entries run to 1896/97. Mehmed Salih then moved to Erzincan from 1897 to 1901. Alongside, the lists for 1900/01 give a second post, in Bozdoğan as belediye hekimi. The last posts were in Kastamonu and Tripoli (Trablusgarp) from 1909 to 1911 and Sidon (Sayda) in 1912/13. In place of a title the lists give Azil (dismissal) for 1896/97 and Infisal for 1896/97. Tripoli, about 2,250 km from Tokat, was the post farthest from the birthplace; fewer than 3 per cent of the 5,339 officials with a known birthplace and place of service served as far from home. Five provinces on two continents in all, a number reached by fewer than 6 per cent of the 6,605 officials with a place of service.
The salary went from 600 kuruş a month in 1884/85 to 2,500 in 1912/13, the peak, in Sidon, when three in four paid officials earned less. Over 21 years the salaries add up to 214,800 kuruş, 1.8 times what an official on the median salary earned. The last annual entry is for 1912/13.
