Nu’man Na’îm Efendi was born in Bulak karyesi, Zağfiranbolu in 1877/78 (AH 1294); the father's occupation was "Fetvahane müsevvidi". Work began in 1894/95, at about 17. The first annual entry, for 1894/95, names Nu’man Na’îm as a candidate official (Mülazım), with no place.
