Life#
Osman Hilmi Efendi was born in Tosya in 1871/72 (AH 1288) into the Muslim (Müslüman) community; the father was a farmer (çiftçi). Schooling took 12 years, at Darüşşafaka, the school for orphans in Istanbul; Osman Hilmi also attended the telegraph school and held a qualification (a diploma, certificate, training or decoration).
Work began in Istanbul in 1889/90, at about 18, paid from the start, on 400 kuruş a month. The first annual entry, for 1889/90, places Osman Hilmi in Sirkeci as an official (Memur), where the entries run to 1895/96. From 1896 to 1901 the annual entries place Osman Hilmi in Aleppo (Halep), with a rise to director of the second grade (2. Müdür).
Pay rose from 400 kuruş a month in 1889/90 to a peak of 900 in 1896/97, as 2. Müdür in Aleppo, when 88 per cent of paid officials earned less. The last annual entry is for 1900/01. Osman Hilmi probably has an entry in "Sicill-i Ahval Defterleri'ne göre Tosyalı memurlar (1879-1909)" by BETÜL MERVE HAMAMCI (2022) (the name, the birthplace and the archive register and page agree).
