Life#
Born in Istanbul in 1871/72 (AH 1288), Hüseyin Recai Efendi came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1882/83, at about 12, with seven unpaid years as a mülazım (apprentice) before a first salary of 30 kuruş. Few began so young; fewer than 3 per cent of the 5,128 officials whose age at first work is known started at 12 or younger. So long an unpaid start was rare; fewer than 6 per cent of the 5,142 officials with a known apprenticeship worked unpaid for seven years or longer. Every annual entry from 1889/90 to 1901/02 places Hüseyin Recai in Istanbul, the birthplace, first as a registry clerk (Mukayyit), from 1893/94 in the documents office (Evrak Kalemi).
Pay rose from 30 kuruş a month in 1889/90 to a peak of 400 in 1898/99, in the Evrak Kalemi in Istanbul, when 31 per cent of paid officials earned less. After the last annual entry, for 1901/02, the list of 1902/03 (AH 1320) gives the status word Vefat (death).
