Life and register readings
Mehmet Rıfat Efendi was born in Kars. Work began in 1882/83 (AH 1300). The first annual entry, for 1882/83, places Mehmet Rıfat in Erzurum as Muhasebe Kalemi mülazımı. Mehmet Rıfat then moved to Samsun and Bayburt from 1884 to 1888. Alongside, the lists for 1887 to 1891 give a second post, in a post with no place named as Mal Muduru. Alongside, the lists for 1890 to 1893 give a second post, in Kulp as Mal Muduru. Alongside, the lists for 1892 to 1896 give a second post, in Genç as Muhasebe Kalemi başkâtibi. Next came Van from 1896 to 1910. The last post was in Muş in 1910/11. The lists give Azil (dismissal) for 1908/09 instead of a title. Seven places in all, a number reached by fewer than 6 per cent of the 6,605 officials with a place of service.
Pay rose from 450 kuruş a month in 1884/85 to a peak of 1,250 in 1910/11, in Muş, when 78 per cent of paid officials earned less. In all, 14 years of salary come to 120,540 kuruş, 1.7 times what an official on the median salary earned in those years. The final annual entry is for 1910/11.
