Life and register readings
The life of Mehmet ġevki Bey began in Kars in 1845/46 (AH 1262); the father's occupation was "Sipahi Alay Beyi; Kars Meclis-i İdare azası". The annual lists begin in 1870/71, with Mehmet ġevki as Zabıta Birinci Sınıf Teftiş Memuru in Diyarbakır. Next came a post with no place named from 1872 to 1877, then Foča (Foça), Osmancik, Suşehri, Gümüşhacıköy and Develi, five places in 19 years. Alongside, the lists for 1895/96 give a second post, in a post with no place named as mazuliyet maaşı (Tekaüt). The annual lists then follow Mehmet ġevki to Vize, Uşak, Blagoevgrad (Yukarı Cuma), Kriva Palanka (Eğri Palanka) and Tyre (Sur), five places in 13 years, with a rise to district governor (Kaymakam) in 1909/10. Alongside, the lists for 1909 to 1911 give a second post, in a post with no place named as kadro harici mazuliyet maaşı (Tekaüt). Few officials served in as many provinces; 33 of the 6,605 officials with a place of service did. The farthest post, Foča, lay about 2,050 km from Kars, and fewer than 4 per cent of the 5,339 officials with a known birthplace and place of service served as far from the birthplace.
The salary went from 500 kuruş a month in 1870/71 to 2,250 in 1874/75, the peak, as Kaymakam, when 91 per cent of paid officials earned less. The last annual entry is for 1910/11.
