Life and register readings

Born in Istanbul in 1860/61 (AH 1277), Mehmed Rıfat Bey was the child of a merchant (tüccar). Work began in Istanbul in 1882/83, at about 22. The first annual entry, for 1882/83, places Mehmed Rıfat in Istanbul, the birthplace, as Hariciye Nezareti Tercüme Odası mülazımı. At the same time, from 1885/86, the lists also place Mehmed Rıfat in Tiflis as Tiflis Başşehbenderliği kançıları.

The salary never rose above the first in the lists, 1,000 kuruş a month in 1883/84, when 82 per cent of paid officials earned less. The final annual entry is for 1885/86.
