Mehmed Raif Efendi was born in Crete (Girit) in 1837/38 (AH 1253). The father’s occupation was Tüccar; Girit Meclisi reisi. Schooling included Mekteb-i İrfaniye; cami dersleri; Muzıka-i Hümayun. The language repertoire included French and Turkish. [source]
