Life and register readings
Born in Naho, Dağıstan in 1854/55 (AH 1271), Mehmed Emin Bey was the child of a merchant (tüccar). At about 23, in 1878, Mehmed Emin began work in Istanbul, on a first salary of 200 kuruş. The annual lists begin in 1878, with Mehmed Emin as İskân-ı Muhacirin Şubesi görevlisi in Istanbul. Alongside, the lists for 1878 to 1910 give a second post, in a post with no place named as Maarif Nezareti Telif ve Tercüme kâtibi.
The salary went from 200 kuruş a month in 1878 to 3,000 in 1881/82, the peak, when 95 per cent of paid officials earned less. In all, 33 years of salary come to 1,057,800 kuruş, 6.5 times what an official on the median salary earned in those years, a level reached by fewer than 4 per cent of the 4,381 officials paid for five years or more.
