Süleyman Sırrı Efendi , Hûkkam -ı ġeri'den Osman Nuri Efendi'nin oğlu olup
1858 yılında Ohri’de dünyaya gelmiĢtir.
Sıbyan mektebinde ve Fatih Camii -i ġerifinde Arapça tahsil etti. Askeri
öğretmen okulu ve mekteb -i hukukta gerek li dersleri okudu. Ġlbasanlı Hoca Murtaza
Efendi’den Arapça ilmi üzerine icazet aldı. Türkçe telif etmiĢ olduğu Risaleyi Bâ -
Ruhsat-ı Resmiye 1893 senesinde basılmıĢ ve yayınlanmıĢtır. Bir nüshası alınarak
Arapça Hocası olarak tayin olundu. 13 Eylül 1888 tarihinde yukarıda belirtilen
kuruĢa yükseltildi. 30 Ekim 1888 tarihinde beĢinci rütbeden bir mecidi niĢanı aldı.
