Life and register readings
The life of Mehmed Rifat Efendi began in Taşköprü in 1878 (AH 1295); the father's occupation was "Kastamonu Eytam müdürü". Work began in 1901/02, at about 23. The first annual entry, for 1901/02, names Mehmed Rifat as Adliye Nezareti Sicil Memuriyeti Kalemi mülazımı, with no place.
