Mehmet Rüştü Efendi was born in Sungurlu in 1849/50 (AH 1266). Work began in Sungurlu in 1870/71, at about 20. The first annual entry, for 1870/71, places Mehmet Rüştü in Sungurlu, the birthplace, as Tapu kalemi stajyeri, where the entries run to 1882/83. The lists have no entry for 1871 to 1875. At the same time, from 1882 to 1885, the lists also place Mehmet Rüştü in Samsun as Ambar memuru.
