Born in Travnik in 1848/49 (AH 1265), MEHMET ZÜHTÜ EFENDİ was the child of a medrese teacher (müderris). MEHMET ZÜHTÜ began work in Travnik in 1869/70, at about 20. The annual lists begin in 1869/70, with MEHMET ZÜHTÜ as Tahrirat kalemi mülazımı in Travnik, the birthplace. Alongside, the lists for 1873 to 1876 give a second post, in Konitsa as Mal Muduru, with a rise to Mal Muduru. Alongside, the lists for 1875/76 give a second post, in Sarajevo as Aşar başkâtibi. Alongside, the lists for 1875 to 1878 give a second post, in Višegrad as Mal Muduru. The annual lists then follow MEHMET ZÜHTÜ to Edirne from 1878 to 1882. Alongside, the lists for 1879 to 1881 give a second post, in Tekirdağ as Aşar başkâtibi. Alongside, the lists for 1880/81 give a second post, in Uzunköprü as a tithe official (Aşar Memuru), with a rise to Aşar Memuru. Next came Didymoteicho in 1881/82. Alongside, the lists for 1881/82 give a second post, in Gelibolu as Aşar ve ağnam müdürü. MEHMET ZÜHTÜ then moved to Thessaloniki (Selanik) from 1883 to 1887. The last entries, from 1887 to 1891, name MEHMET ZÜHTÜ as Üçüncü Daire maliye müfettiş-i sanisi, with no place.

The salary went from 20 kuruş a month in 1869/70 to 2,500 in 1887/88, the peak, when 94 per cent of paid officials earned less. The final annual entry is for 1890/91.
