SEYYİT ALİ EFENDİ was born in Kirkuk (Kerkük) in 1862/63 (AH 1279) into the İslam community; the father's occupation was "Asakir-i Şahane kul ağası". At about 20, in 1882/83, SEYYİT ALİ began work, on a first salary of 225 kuruş. The annual lists begin in 1882/83, with SEYYİT ALİ as Belediye kâtibi and no place named. The lists have no entry for 1887 to 1899. Alongside, the lists for 1886 to 1908 give a second post, in Kirkuk as Bidayet mahkemesi mukavelat muharriri. Alongside, the lists for 1907 to 1913 give a second post, in a post with no place named as a district governor (Kaymakam). In place of a title the lists give Azil (dismissal) for 1912/13.
