4.1.36.Köstence Başşehbenderi İhsan Hüsnü Bey644 İhsan Hüsnü Bey rüsumat emaneti müfettişlerinden müteveffa Mehmed Behzad Efendi’nin oğludur. Bin iki yüz yetmiş dört sene-i hicriyesi şa’banında Dersaadet’te tevellüt etmiştir. Sıbyan mektebinde mebadi ulumu gördükten sonra pederi kendire kaimakamı bulunduğu sırada kendisi mahal-i mezkûr Rum mektebinde Rumca tedris edip Dersaadet’e avdetinde Beşiktaş mekteb-i rüştiyesine bidduhûl ikmal-i müddet tahsil eylemiş ve muahharen hukuk mektebinde bir sene kadar müdhal ilm-i hukuk ve mecelle-i ahkam-ı adliye ve ticaret ve ceza ve arazi kanunname-i hümayunları derslerine müdavemet ederek bir aralık dahi muallim-i mahsusadan Fransızca okumuştur. Türkçe kitabet ve Rumca tekellüm ve kıraat eder bir dereceye kadar Fransızcaya dahi aşinadır. Bin iki yüz doksan bir saferinde on yedi yaşında olduğu halde mülazemetle mektubî-i hariciye kalemine dâhil ve doksan altı senesi saferinde yüz elli guruş maaşla mektubî-i hariciye evrak odasına nakil ile bin iki yüz doksan dokuz senesi zilkadesinde rütbe-i saliseye nail olmuş ve bin üç yüz senesi rebiülahirine kadar maaşı dört yüz elli guruşa iblağ ve sene-i mezkûre recebinde bilimtihan yedi yüz elli guruş maaşla mektubî hariciye kalemi ikinci sınıf halifesi silkine nakledilmiştir. Vazife-i müterettibesinden dolayı taht-ı muhakemeye alınmamıştır. Hariciye nezareti celilesi mektupçuluğundan işbu tercüme-i halin nıfs’ül-emre muvaffık olduğu tasdik kılınmıştır. Zeyl Mûmâileyh İhsan Hüsnü Bey bin üç yüz beş senesi saferinin on dördüncü gününe musâdif bin üç yüz üç sene-i maliyesi teşrinievvelinin yirmisinde üç bin guruş maaşla Tahran sefareti başkitabetine tayin buyrulmuştur.
